Regional Quantity Surveyor  

Position Responsibilities

1. Cost Management & Estimation
  • Prepare cost estimates, BOQs, and budgets for new outlet openings, refurbishments, and expansions.
  • Conduct feasibility studies and cost benchmarking across markets.
  • Manage cost plans at concept, design development, and final construction stages.
  • Track and report cost variances, ensuring projects stay within approved budgets.
2. Tendering & Procurement
  • Prepare tender documents, scope of work, and technical specifications.
  • Lead tender processes: contractor pre-qualification, bid evaluation, negotiations, and award recommendations.
  • Ensure procurement complies with company policies, quality standards, and regional regulations.
  • Evaluate vendor performance and maintain an updated database of approved contractors and suppliers.
3. Contract Administration
  • Draft, review, and administer construction and fit-out contracts, including variations and claims.
  • Assess and negotiate change orders, ensuring accurate documentation and cost control.
  • Certify progress payments, final accounts, and contract close-out.
4. Project Monitoring & Support
  • Work closely with the Project Managers, Designers, and Operations team to ensure that project requirements are met.
  • Monitor site progress and ensure contractor adherence to cost, quality, and timelines.
  • Conduct site visits across the region to verify progress and support decision-making.
  • Oversee compliance with brand standards, fit-out guidelines, and health & safety requirements.
5. Financial Reporting
  • Prepare regular commercial reports and maintaining capex trackers across all regions.
  • Maintain accurate records of all project-related financial documentation.
  • Support finance teams in budgeting and capital expenditure planning (CAPEX).
6. Stakeholder Management
  • Coordinate with internal departments: Operations, Supply Chain, Design, Legal, and Finance.
  • Liaise with landlords, contractors, consultants, and regulatory bodies.
  • Provide technical and commercial guidance to regional teams.

Qualification and Experience

  • Bachelor’s degree in Quantity Surveying, Cost Engineering, Civil Engineering, or related field.
  • Professional certification (MRICS, AIQS, CIQS, or equivalent) is an advantage.
  • 3+ years of experience in quantity surveying or cost management.
  • At least 2 years in the F&B, retail, hospitality, or commercial fit-out sector.
  • Proven experience managing multi-site fit-out projects with fast-paced timelines.
  • Regional experience across multiple markets is a strong advantage.
  • Proficient in cost estimation software (e.g., Bluebeam) and MS Excel
  • Strong analytical and numerical skills.
  • Excellent negotiation, communication, and problem-solving abilities.
  • Experienced in using Lark application for communication and collaboration.
  • Attention to detail and ability to work under pressure.
  • Takes initiative, anticipates issues, and proposes solutions early—critical for managing multiple sites across a region.
  • Upholds transparency, fairness, and ethical standards in cost control and contract administration.
  • Willingness to travel within the region.
  • Understanding of local F&B operational requirements, hygiene standards, and brand guidelines.
  • Ability to work in a fast-paced, multi-country retail environment.
